The highest governing body of the Association of Local Authorities of Pärnu County is the General Assembly, which consists of the members’ representatives. Each municipal council of the member of the Association appoints two representatives and their replacements for the General Assembly.

The chair of the General Assembly is Andres Metsoja and the deputy chair is Mikk Pikkmets.
