  • Coordination of the Association of Local Authorities of Pärnu County (EU49803)

Short description of the project: the project is planned to increase the competitiveness of Pärnu County and raise the level of the provision of public services through the voluntary merger of the local authorities. Preparations will be made to independently organise the actual functions of the regional level, i.e. contributing to the implementation of the state reform. Measures will be planned to ensure the preservation of local identity and the possibility of participating in decision-making processes. The project’s objective is to increase the competitiveness of Pärnu County by assembling the competence of the best knowledge and skills of the current 19 local authorities to the 1–5 local authorities to be formed.

The project is funded by the ESF fund “Local and regional development capability – supporting studies, analyses, and development project”. The total cost of the project is 20,920 euros. ESF contributes 17,782 euros and the self-financed amount is 3,138 euros.

  • Development of the infrastructure of the Pärnu Environmental Education Centre

Goal of the project: ensuring an innovative environmental education for different target groups, which is based on the requirements and needs of the present and future time, promoting education, which supports sustainable development, and raising environmental awareness in Pärnu County. Funding: the total cost of the project is 4,020,787.39 euros. The size of the grant is 3,612,216.16 euros. The construction of the Pärnu Environmental Education Centre was funded by the European Regional Development Fund and funds of the Association of Local Authorities of Pärnu County and Pärnu City.

Environmental Investment Centre (EIC), measure “Development of Environmental Education Infrastructure”. National registry number of the structural aid is 2.2.0701.10-0061. EIC project coordinator is Evelin Kurmiste. Representative of the recipient (ALAPC) of the aid is Eeri Tammik. Project manager is Merle Einola; until 30 September 2012, it was Tiina Ross.

The centre was officially opened on 5 September 2013. The people and visitors of Pärnu County could visit the centre from 27 September 2013.

  • Construction of basketball courts by Pärnu County local authorities

Ten basketball courts (Audru, Jõõpre, Lavassaare, Uulu, Jõulumäe, Tammiste, Surju, Selja, Sindi, Sauga) were built in eight local authorities in Pärnu County (Audru, Lavassaare, Sauga, Tahkuranna, Surju, Tori, Tõstamaa, Sindi) as part of the development of local public services (the KOIT plan). The entire cost of the project was 570,184 euros. 85% of it was paid with EU aid and 15% was self-funded. AS Eston Ehitus built the basketball courts.

Thanks to the construction of the basketball courts, we received the title of the “Sports Promoter in Pärnu County of 2011”.

  • Pärnu County VELO

The project “Pärnu County VELO” developed a plan for building cycling routes with maps across towns and rural municipalities. The plan paid attention to the aspects of economic tourism, attractiveness, and the expediency of the investment. In the course of the activities of the project, a concept was developed for possible bicycle routes, illustrative maps were compiled, and target groups and marketing were analysed. The objective of the bicycle routes is to connect the tourist attractions located in the county. In terms of attractiveness, the concept of the Sun Circles of Pärnu County was used. As the number of visitors increases, the local entrepreneurs gain more profit. The completed project creates prerequisites for future projects for making specific investments in developed routes. The project was funded by EAS from the Regional Development Planning Programme in the amount of 168,504 Estonian kroons (12,792.6 euros) and the rest was co-financed by the local authorities in the amount of 29,736 Estonian kroons (2,257.5 euros).

  • Preparing the merger of Vändra Town, Vändra, Tootsi, Kaisma, and Järvakandi rural municipalities

The merger of Järvakandi, Kaisma, Vändra, Tootsi rural municipalities and Vändra Town was analysed in financing the European Economic Area and Norway Grants. Several materials were compiled for the new local authority formed as a result of the merger.

  • Thematic plan of Pärnu City and the surrounding area

Goal: specification and amendment of valid and future comprehensive plans with regard to networks that cross the borders of local authorities. Expected impacts will also be examined in order to avoid urban sprawl and establish a nature-friendly environment.

The thematic plan was ordered by the Association of Local Authorities of Pärnu County. Parties to the project: Pärnu City, Sindi City, Sauga Rural Municipality, Tahkuranna Rural Municipality, Paikuse Rural Municipality, Audru Rural Municipality, and Pärnu County Government. The thematic plan was compiled by Ramboll Eesti AS, Ramboll Finland OY, and Positium LBS OÜ. The initiators, organisers, and establishers of the preparation of the thematic plan are Pärnu City Council, Sindi City Council, Sauga council of a rural municipality, Tahkuranna council of a rural municipality, Paikuse council of a rural municipality, Audru. The person interested in the preparation of the thematic plan is the Association of Local Authorities of Pärnu County (contact person Eeri Tammik). The project partner is Pärnu County Government. The thematic plan is compiled by Ramboll Eesti AS, Ramboll Finland OY, and Positium LBS OÜ. SEA was compiled by Ramboll Eesti AS. The compilation of the thematic plan is supported from the Norway-EEA financial mechanisms.
